If you have been assessed for the costs of an improvement (road, sidewalk, etc.), the government must demonstrate that the assessment is equal to the benefit your property received. Normally, this means that the value of your property increased by the amount of the assessment.
In a lot of cases, this is simply not true. If you had a sidewalk and they replaced it with a new one, it is not likely that you received a benefit to your property. Or, if they assessed the property in the area for an interchange or other improvement, the government must demonstrate that your property received a benefit.
